The Health Insurance Risk-Sharing Plan (HIRSP) offers health insurance to Wisconsin residents who either are unable to find adequate health insurance coverage in the private market due to their medical conditions or who have lost their employer-sponsored group health insurance. Applicants are required to meet HIRSP eligibility criteria to qualify.
Mission Statement
The mission of the HIRSP Authority is to provide access to high quality, affordable healthcare for all eligible Wisconsin residents.

To support its mission, the Authority adopts the following guiding principles:
- Work collaboratively with our providers, members and insurers to maximize efficiency and cost effectiveness.
- Incorporate disease and care management principles and evidence based treatment guidelines in our plan design for the benefit of our members.
- Ensure that all Wisconsin residents eligible for HIRSP have timely access to accurate application information.
- Treat members with respect and provide excellent customer service to all HIRSP stakeholders.
- Provide an active voice in health care reform discussions and initiatives that could impact the Authority and/or its members.
